Nutrition Coordinator at IRC

The International Rescue Committee, one of the world’s largest humanitarian agencies, provides relief, rehabilitation and post-conflict reconstruction support to victims of natural disaster, oppression and violent conflict in 42 countries. IRC entered Nigeria in October 2012 in response to a widespread flood disaster. Since then, the IRC has expanded its scope and size of the programs as new areas became accessible after prolonged conflict and insecurity, in Adamawa and Borno States. The IRC’s response to the humanitarian situation includes integrated health and nutrition services, as well as reproductive health care and women protection services. In 2015 IRC Nigeria developed a five-year long term Strategy Action Plan.  The plan has Health, Education and Economic Wellbeing as high priority program areas. 

Position overview/summary : The IRC nutrition program is currently implementing eight grants in the two states of Adamawa and Borno in north eastern Nigeria. The eight grants include two with Office for Foreign Disaster Assistance (OFDA), two with SIDA, one each with the European Union (EU), European Commission Humanitarian Office (ECHO), Later Day Saints (LDS), Swiss Agency for Development Corporation (SDC), Global Affairs Canada and emergency SV. The sector is currently operating in Five LGAs of Borno state including Maiduguri Metropolitan Council (MMC), Jere, Konduga, Monguno, and Askira Uba. In Adamawa state, the sector is working in five LGAs: Maiha, Hong, Mubi North, Mubi South and Michika. The current grants include activities across all the Nutrition sub-sector which comprise of 20 Outpatient therapeutic clinics and 2 stabilization centres in Adamawa, 14 Mobile outreach clinics and 24 hour stabilization centre in Borno. In addition the sector runs Robust Infant feeding program across the 2 states which include promotion of optimal breastfeeding with strong advocacy on exclusive breastfeeding and complementary feeding through existing community based Mother to mother support groups.

The operational areas include informal IDP camps, host communities, return areas and informal IDP settlements. Some of the LGAs of intervention are isolated and not easily accessible.  In Adamawa state, the sector is working in 20 primary Health care facilities and 2 secondary facilities. The 20 health facilities provide community management of Malnutrition which include running weekly OTP centres and Robust Infant feeding program across all the Health centre.

In Borno, the sector is working in both camps and host communities within Maiduguri the state capital and outside Maiduguri in three LGA centres and the initiatives are purely emergency. The sector is currently running 14 Mobile outreach clinics (10 in MMC and Jere and 4 in central Borno-Konduga and Monguno and 24 hours inpatient service at UMARI Shehu hospital and plans to open the 2nd Stabilization centre at Mashamari in the coming months. The sector has also recently started working in Askira Uba LGA with some recovery initiatives, however despite Askira Uba being in Borno state administratively, within the IRC the operations in the LGA are managed from the Adamawa office.

The sector is currently headed by Nutrition coordinator, 4 program manager (one stabilization centre manager-Expat position, One Roving Nutrition manager supporting Monguno and Konduga, One nutrition manager supporting MMC and Jere and one for adamawa state. The other cadre of staffing are Nutrition officers, Nurses, Pharm Technicians, Registrars and screeners.

The sector is looking to engage an Emergency Nutrition Coordinator to provide technical oversight of the sector programming during the interim period that the IRC Nigeria Country will be out on a two-month leave. The Emergency Nutrition Coordinator is expected to cover a period of 10 weeks and work closely with other partners in the both states and ensure the set guidelines and protocols are adhered to. He/she will supervise program manager to ensure Quality service delivery in both Adamawa and Borno. The Emergency Nutrition Coordinator will be responsible for all the grants that are being implemented in both states as well as provide technical oversight in setting up emergency Nutrition intervention in Borno (Konduga, Gwoza and Monguno LGAs) and will ensure timely proposal should any opportunity come up.

Terms of Reference

The specific terms of reference for the Short Term Nutrition Coordinator will be:

  • Oversee the implementation of all emergency Nutrition activities in MMC and Jere.
  • Lead the planning, implementation and analysis of rapid nutritional assessments in north east Nigeria and provide prioritized recommendations for nutrition interventions to the country program office.
  • Provide support in setting up stabilization centre in Mashamari Health centre (Inpatient services) funded by OFDA
  • Plan SQUEAC Assessment in both Adamawa and Borno in collaboration with other partners and technical support from Nutrition technical adviser.
  • Manage all Borno and Adamawa Nutrition staff and facilitate sector recruitments attached to the any of the grants s/he will be managing.
  • Coordinate the IRC’s emergency nutrition responses with the local government, agencies, donors, and other stakeholders, and represent the IRC in relevant forums in locations where mobilized;
  • Coordinate closely with IRC’s health, water and sanitation, food security, and other relevant teams to ensure integrated programming across sectors
  • Ensure active community outreach programs are established to increase coverage of nutrition programs
  • Develop technical proposals and budgets for international donors, work in close collaboration  with IRC grants and finance staff to finalize proposals and respond to any requests for additional information;
  • Ensure the proper maintenance and management of nutrition commodities and stock and ensure the proper mobilization of relevant components of the stock in case of emergencies;
  • Directly manage and/or supervise program managers in managing grant/program implementation including staff recruitment and training, work plan development, procurement and inventory planning, and budget management;
  • Prepare high quality and timely donor and management reports on grants and nutrition activities;
  • Design and implement appropriate nutrition monitoring and evaluation systems in line with national/international protocols
  • Ensure compliance with IRC policy and procedures throughout the program team and activities. 
  • Report to senior program Coordinator on day to day activities.

Key Working Relationships:

Position Reports to: Senior Emergency Program Coordinator

Position directly supervises:  4 Program Managers

Indirect Reporting: Deputy Director of Programs

Other Internal and/or external contacts: Program Coordinators and other internal stakeholders

Qualifications:

Education:  Degree in Nutrition and Dietetic /post-graduate degree in Public Health and added Advantage. 

Work Experience:  A minimum of 3 years of nutrition humanitarian field experience at the senior nutrition program management/coordination level

Demonstrated Skills and Competencies:

  • Must have field experience in the design, implementation and evaluation of community based management of acute malnutrition and infant and young child feeding programs at a minimum ;
  • Demonstrated technical expertise in surveys and assessments particularly SMART, IYCF and the Semi-Quantitative Evaluation of Access and Coverage (SQUEAC) assessment a plus;
  • Experience working with donors, proposal writing, and program design;
  • Communication skills, including the ability to write and present ;
  • Demonstrated commitment to renewing and maintaining currency with best practices; 
  • Solid organizational skills: the ability to work independently and productively in a fast-paced environment;
  • Strong interpersonal skills in a multi-cultural environment and experience supporting high-level staff.
  • Effective people and program management skills in acute emergency contexts: the ability to train, lead and manage staff productively under stressful circumstances;
  • Flexible work attitude: Be flexible and yet focused & reliable in an environment of changing demands;


Working Environment: The position will be based in Maiduguri, Nigeria with shared housing, and with travel to Adamawa State required.
