Cash Advisor at Mercy Corps

Program / Department Summary


Mercy Corps has been present in Nigeria since 2012, focusing its interventions on adolescent girls’ empowerment, economic development and conflict mitigation. With the insurgency spilling over from the north-east of Nigeria and causing displacement of millions of individuals, Mercy Corps has decided to address the rising humanitarian needs among displaced households and vulnerable host communities by starting its humanitarian program in July 2014. With funding from humanitarian donors including OFDA, and ECHO, Mercy Corps is hosting the INGO Forum in Nigeria and the position of Cash Advisor has been created for the specific objective of maximizing the impact of cash programming across different actors within Nigeria as main collaborator with OCHA (currently the lead of the cash working group in Nigeria).


About the Role:

The Cash Advisor is a key position of the INGO Forum in Nigeria, responsible for drafting and disseminating a Cash Transfer Programming (CTP) response strategy and guidelines applicable to the humanitarian actors in Nigeria. In collaboration with OCHA and the INGO Forum member organizations, the Cash Advisor will help articulate the vision for Cash Transfer Programming development and quality as an integral component of the humanitarian response in Nigeria. The Cash Advisor will take a lead role in the cash coordination mechanisms in country.


The responsibilities of the position will include technical mentoring and guidance for in-country programs and partner organizations working on CTP, develop and support set-up of CTP programs, and support CTP coordination mechanisms. The position will maintain perspective on CTP environment to ensure it remains conducive for CTP expansion (this includes yet not limited to: market viability, financial sector viability, security and community acceptance of CTP). The position will also be responsible for exploring local partnerships and funding opportunities for both immediate programming with an eye to long-term development and create those linkages at the coordination mechanism level.


Essential Job Responsibilities


Strategy & Vision


  • Promote and give guidance on the centrality of cash transfer programming in the context of the humanitarian response.
  • Work with relevant sector working groups to address cash based initiatives to address basic needs, food assistance, shelter support, WASH, and early economic recovery to develop strategies that can integrate and address the harmonization of cash transfer programming.
  • Develop strategies with the INGO Forum member agencies and sector leads to ensure that CTP best practices are systematically implemented and up-dated in the humanitarian response interventions..
  • Contribute to country-wide strategy development and promoting the centrality of CTP.


Technical oversight


  • Master CTP modalities and apply knowledge for innovative programming as the core methodology of the collective humanitarian response.
  • Coordinate the harmonization of tools and approaches within the humanitarian community through co-leadership of the Cash Working Group in country.
  • Collaborate with the INGO Forum members program teams and the Monitoring and Evaluation teams to conduct relevant assessments, present evidence on effectiveness of CTP and advise on practices around programming for further expansion.
  • Identify various partners (local NGOs, financial institutions, private companies and government) necessary for successful CTP implementation.
  • Lead on determining the most appropriate “cashing out” modality/modalities for the context.
  • Develop the capacity of in-country staff working on CTP interventions.
  • Infuse market interventions into existing programs to make emergency response programs more responsive to local markets and more beneficial to general coping capacities.

Influence & Representation


  • Co-Lead the Cash Working Group with OCHA as the lead.
  • Nurture relationships with key sector working groups, which implement various forms of CTP.
  • Build and manage collaborative partnerships with CTP partners.
  • Maintain regular communication with other INGOs, local NGOs, donors and government working on CTP interventions.
  • Nurture key relationships with donors, especially those with a focus and an interest in market- driven programming.
  • Work with the Regional and HQ Program teams in identifying additional opportunities for medium-term and longer-term programming involving market-driven programming.




  • Work closely with relevant security stakeholders including INSO and partner agencies to develop and maintain systems that ensure the safety and security of operating teams when implementing CTP.

    to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.


Supervisory Responsibility





Reports Directly To: The Director of Humanitarian Programs (Mercy Corps).This position is recruited by Mercy Corps and the position holder will be Mercy Corps staff. However, the position will sit within the structure of INGO Forum in Nigeria.


Works Directly With: OCHA, INGO forum member agencies and relevant stakeholders


Knowledge And Experience


  • BA/S in economic development, international relations or other relevant degree;
  • 3- 5 years of experience in cash programming, including cash for work and cash distributions;
  • Experience in emergency market mapping, value chain analysis, and other relevant market assessment tools;
  • Experience in infusing market-driven approaches into emergency programming;
  • Experience in identifying and developing local partnerships, including with the private sector;
  • Demonstrated ability to manage and communicate effectively with team members of varied work styles;
  • Demonstrated flexibility and creativity in planning and problem solving;
  • Proven ability to learn quickly, lead a program to achieve stated results and objectives;
  • Ability to effectively represent Mercy Corps and its interests to key stakeholders;
  • Experience working with international NGOs, and/or private sector organizations focused on development or humanitarian assistance;
  • Excellent oral and written English skills required; Arabic and/or Kurdish skills strongly preferred;
  • Ability to work effectively with an ethnically diverse team in a sensitive environment;
  • Internationally recognized qualification in project or program management or a commitment to obtain the qualification in the early months of work.

    The successful candidate will combine exceptional management skills, data analysis skills and experience in maintaining donor and partner relationships. S/he will have an outstanding ability to develop, implement and manage innovative programs within the current and future program structure of Mercy Corps in the region. S/he will also have proven experience with cross-cultural team and capacity building, individual staff development and strong mentoring skills. Prioritizing, problem solving, ability to seize opportunities, attention to detail and strategic vision are essential. The most successful Mercy Corps staff members have a strong commitment to teamwork and accountability, thrive in evolving and changing environments and make effective written and verbal communication a priority in all situations.


    Living Conditions / Environmental Conditions


    The position is based in Abuja and it requires up to (insert 30%) travel to field locations, where security is at times high-risk. Security in Abuja is generally good. Housing, health care, water, electricity and consumer goods are all reasonably accessible and there are good international and domestic travel options from Abuja Airport.


    Air and road travel is necessary to get to some field locations. Mobile phone services are widely available. Internet is available in all Mercy Corps offices, although might be inconsistent. Travel to field sites will be required where living conditions are clean and secure, but basic. There’s reasonable access to most consumer goods, although they can be expensive. There is good number of school with different education philosophies and curriculum (British, American and French to name the few)


    Abuja is an accompanied location suitable for spouse/partner and/or dependents.


    Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.
